On 6 July 2018 India’s Department of Commerce initiated a sunset review on Acetone classifiable under tariff subheading 2914.11.00 originating in or exported from South Africa, Singapore, the European Union and the United States.
This is the 2nd sunset review on this product. In the previous review the Indian manufacturers (M/s Hindustan Organic Chemicals Limited HOCL) applied for the anti dumping duties to be extended alleging continued dumping from South Africa and the other above mentioned territories. On the 15th of March 2012, the anti-dumping duties where extended for 5 more years. The 5 years are coming to an end and the Indian manufacturers are lobbying for a further extension of 5 years.
Alleged threat of dumping should duties be removed
Based on the data and facts provided by its local manufacturers, the Indian authorities believe there is indeed a case to be answered. An investigation has to be conducted to determine the magnitude of the dumping and whether the duties should remain in place as is or revised.
Period of investigation
The period of investigation is the 1st of April 2017 to 31st March 2018 and the injury investigation period is from April 2014 to March 2015, April 2015 to March 2016 and April 2016 to March 2017.
If successful, the application will result in the anti-dumping duties being extended for 5 more years. South African manufacturers who are directly impacted have an opportunity to respond. This is vital because this is the only opportunity available to get the duties removed or reduced.
All interested parties have 40 days (15th of August ) from the date of publication (6 July 2018) to make submissions.
